XP SP2 Applying User Settings

Hello,
we changed an old notebook with a newer one for one user in our domain. The user worked in the meantime on a workstation. The image is the same for all clients and the profiles are saved locally.
The problem now is that it takes sometime very long when the user logs in. It happens only sometimes and I cannot find any causal connection. It never happens when I log in with my account (Dom. admin). Sometimes is a reboot sufficient, sometimes we have to remove the battery.
We thought it may be the hardware and we changed the motherboard and the hard disk. We made a new installation of the OS and a new profile. The problem is the same. It never happens when the user works on the workstation.
I activated the verbose log in and the userenv.log but I don't find anything suspicious in it. Instead of "applying user settings" we have now " Executing: Begin User Group Policy" .
I compared a "bad" and a "good" userenvlog- the difference is:

BUT an important consideration is: could be the policy? He should have the same problem on the workstation as well.
I know is not so easy and could be a combination of several factors but just in case...
