nin freund von mir hat nin "AMD Sempron(tm) Processor 3000+"
Prozessor aber nur 1800 MHz (9 x 200) GHz ist das normal?

Das ist normal.
200 MHz(FSB) x 9(Multiplikator) = 1800MHz = Sempron 3000+(Palermo oder Oakville/128KB L2-Cache).
Wenn dich noch mehr interessiert, CPU-Z sagt dir alles zum Prozessor.

Hab die gleiche CPU (Sempron(tm) Processor 3000+ mit Barton Kern) und läuft bei mir mit 2000Mhz (166*12), sollte zumindest bei 333FSB so sein.

Er hat aber keinen Barton.
